The public-works suite (CWMF) and where design meets PW-CF

Public projects in Ireland are tendered under the Capital Works Management Framework (CWMF) and its suite of Public Works Contracts (PW-CF), published through the Office of Government Procurement. The design documents don't sit apart from the contract — they are tendered under it, and they have to be consistent with the form being used.

The gaps that bite at award are usually contract-facing document gaps rather than drawing errors: a required entry in the Form of Tender or Schedule Part 1 left blank, a completion date or a rate that the contract mechanism depends on and that isn't there, a designer's obligation described in the specification in terms the contract doesn't recognise. Read before issue, these are a short list of blanks to fill; discovered after award, they are the ground on which variations and claims are argued.

Before a pack goes out: confirm the design documents are consistent with the PW-CF form they'll be tendered under, and that no contract-critical Schedule Part 1 entry is left blank.
